POLICY

Exercise equipment - amendment


In Orders 2007/23, Exercise equipment, Section 4, Use of exercise equipment, is amended and replaced by the following:

Use of exercise equipment

4.1 All exercise equipment on NSWFB premises is to be used in accordance with the provisions of the Occupational Health and Safety Act 2000 to ensure the health and safety of all personnel. The NSWFB has an obligation under the Occupational Health and Safety Act 2000 to ensure exercise equipment provided is safe and without risk to health. The following are conditions of use for exercise equipment on NSWFB premises:

The exercise equipment must be used for the purpose and in the manner for which it was designed.

Personnel must bring their own towel to cover body contact surfaces of the exercise equipment.

Equipment must be wiped down with a towel after each use so that it is clean and dry for the next user. Cardiovascular equipment must be wiped clean with either Isowipes or a disinfectant after each use.

All exercise equipment is to be cleaned on a weekly basis. All body contact surfaces must be cleaned using a disinfectant. The other surfaces may be cleaned using warm water and detergent.

All dumbbells must be returned to their storage position after use and weight plates removed from barbells and returned to their storage rack.

It is the individual?s responsibility to check the safety of each piece of equipment prior to use (eg integrity of cables and tightness of nuts/bolts). For guidance in checking equipment, please refer to the Fact sheet for checking of exercise equipment on the Intranet.

Only NSWFB personnel are permitted to use the exercise equipment in NSWFB facilities.

If you are over 35 and have not been exercising regularly, it is advisable that you get clearance from your general practitioner or the Brigades Medical Officer before using the exercise equipment or starting an exercise program.

PROCEDURES
Disinfecting breathing apparatus facemasks

1. Background

The procedure for disinfecting breathing apparatus (BA) facemasks has been amended to reduce the possibility of cross contamination between BA wearers.

A new procedure has been introduced which must be followed every time.

The second step now states to ?agitate thoroughly with finger? while putting the mask under clean running water. This improves the removal of bacteria left in the mask by the wearer.

The third step now states to spray liberally with BA disinfectant (Instrumax Pink).

2. Amendment to Standard Operational Guideline 9.3

Standard Operational Guideline 9.3, Breathing apparatus servicing, Section 3.4, Disinfection, clause 3.4.2 is amended and replaced by the following:

3.4.2 To disinfect facemasks:

Disconnect facemask from demand valve

Rinse facemask in clean running water (not hot), and agitate thoroughly with finger

Spray liberally with BA disinfectant

Leave for 10 minutes

Rinse in clean running water

Dry the facemask

Attach a new cylinder to the facemask, and

Carry out pre-operational check on the complete SCBA set.

Recommended practice for NSWFB committees

A Recommended practice for NSWFB committees has been published on the Intranet. The recommended practice assists NSWFB committee members to perform their roles. It applies to all internal NSWFB standing committees, that is committees that are established to perform a function on an ongoing basis.

The recommended practice covers:

establishing a committee, including terms of reference and authority to make decisions

roles of committee members

reporting and communicating

conduct, ethics, security and confidentiality

processes and templates for running meetings effectively, including ground rules, setting agendas, taking minutes, and using action and issues lists.

TRAINING
Driver training - instructing applicants for Heavy Rigid or Medium Rigid licences

The current practice of supervising firefighters for driving experience in NSWFB appliances so they may obtain a Heavy Rigid or Medium Rigid licence using the Roads and Traffic Authority?s Driver Ability Road Test (DART) system is to cease until further notice.

A new program is being developed to ensure officers are not placed in the position of providing supervision without the appropriate qualification/certification.

To assist with the orderly processing of salaries for Administrative and Technical support staff and Permanent Firefighters over the Christmas/New Year period, approval has been given to proceed with the following arrangements:

ADMINISTRATIVE AND TECHNICAL SUPPORT STAFF NOTICES
Christmas/New Year period 2007/08

The following arrangements are to apply over the Christmas and New Year period.

As set out in Premier?s Circular C2007-46, Christmas leave arrangements 2007/08, issued on 24 October 2007, officers and Section 27 departmental temporary employees not involved in the delivery of front line services are encouraged to take leave in the last week of December 2007 and the first week in January 2008 wherever possible, and in accordance with current industrial instruments.

Public Holidays

The Christmas and New Year public holidays for New South Wales will be observed on the following dates:

Tuesday 25 December 2007 Christmas Day

Wednesday 26 December 2007 Boxing Day

Tuesday 1 January 2008 New Year?s Day

The Public Service Holiday

All staff employed under the Public Sector Employment and Management Act 2002 who are not entitled to a union picnic day are eligible to take the Public Service Holiday. The Commissioner has determined that the most appropriate day for eligible staff in the New South Wales Fire Brigades to take this holiday is Thursday 27 December 2007.

To ensure that services to the public remain available, it may be necessary to direct some staff to work on that day. Usually, any staff so directed are entitled to be absent on either Friday 28 December or Monday 31 December 2007.

Where a staff member is directed to work on Monday 24, Thursday 27 and Friday 28 December 2007 and takes the half day concessional leave on Monday 31 December 2007 such staff member will be entitled to a day off in lieu to be taken sometime in the current settlement period but as close to the Christmas/New Year holiday as possible for the day determined as the public service holiday, that is, Thursday 27 December 2007.

In those cases where an eligible staff member is directed to work on all working days between Boxing Day and New Year?s Day then that staff member is entitled to be paid overtime at the ?public holiday? rate for work performed on the day determined as the public service holiday that is, Thursday 27 December 2007.

Eligible part time staff members are entitled to be absent on the public service holiday and receive ordinary pay if they would normally have worked on that day. Those who do not normally work on that day are not entitled to compensation.

Concessional leave

All staff who are employed under the Public Sector Employment and Management Act 2002 may be granted concessional leave on the afternoon of Monday 24 December 2007 or the afternoon of Monday 31 December 2007. Concessional leave is subject to all offices and branches being kept open on both days until normal closing time, with adequate staffing to meet all public requirements.

As in the past, the leave will commence at 1200 hours for officers working on standard time. However, in those cases where officers work flexible hours:

· If full-time, they must complete 3.5 hours duty before they are eligible for the concession.

· If part-time, they should work half their normal daily hours. In the case of part-time staff, the concession is only available to staff that normally work on the days in question.

For a member of staff to be entitled to the concession on the afternoon of Monday 24 December 2007 or the afternoon of Monday 31 December 2007, they must have been on duty on the morning of that day and worked 3.5 hours. The concession cannot be combined with any other form of leave.
